The National Information and Communications Technology Act 2009 was legislated. This Act established the UAS Fund and regime to address the lack of access to basic communication services. The UAS Board was also established by Section 91 of the Act.

The Universal Access and Service (UAS) Strategic Plan 2023-2027 builds on the achievements of the 2018-2022 plan, which marked the first strategic framework for the UAS Fund in Papua New Guinea.
