Pre-2010
Papua New Guinea had one of the world’s lowest telephone penetration rates, with limited access to communication services, especially in rural areas where over 70% of the population resided.
2009
The National Information and Communications Technology Act 2009 was legislated. This Act established the UAS Fund and regime to address the lack of access to basic communication services. The UAS Board was also established by Section 91 of the Act.
