This program aims to bring radio and television broadcasting to all citizens and communities in Papua New Guinea, ensuring access to news, information, and entertainment. The UAS Board and NICTA are using UAS Fund resources to bridge coverage gaps and assist low-income households, particularly in areas where the broadcasting market may not reach.

The Universal Access and Service (UAS) Strategic Plan 2023-2027 builds on the achievements of the 2018-2022 plan, which marked the first strategic framework for the UAS Fund in Papua New Guinea.
