2021 UAS Projects

This consultation paper seeks comments and suggestions from stakeholders on the proposed UAS projects for 2021.

To assist NICTA and the UAS Board to carry out their respective functions under Part VI of the Act, the UAS Board following public consultation approved the UAS Strategic Planning Report 2018-2022 (the Strategic Planning Report). The Strategic Planning Report provides a useful context, delineating the UAS objectives, and planning framework to assist the annual process of UAS Project identification and ranking. It should be noted that Strategic Planning Report is not binding and serves as a guide and for informational purposes. The Strategic Planning Report is available on NICTA/UAS website (www.nicta.gov.pg).

NICTA is inviting stakeholders, licensed operators and the general public to submit Universal Access Projects for consideration to be implemented in 2021. In this connection NICTA has also prepared the draft proposals aimed at promoting discussion and consideration.

This document has been prepared for the purpose of facilitating industry and wider public discussion on the UAS projects for 2021. The document contains projects NICTA considers as critical for implementation and invites comments and inputs from the public and interested parties.

Following consultation, NICTA will finalise the Report for submission to the UAS Board for consideration. The UAS Board will prepare a UAS Project report for submission to the Minister for Communications for consideration.

In developing the projects proposal for 2021, NICTA has taken into account the Government’s Vision 2050 Strategy, the Medium Term Development Strategy (2018-2022), Development Strategic Plan 2020 to 2030 and the UAS Strategic Planning Report.

Submissions should be submitted via email to consultation.submission@nicta.gov.pg and must be received by close of business on Tuesday 15th September 2020.

2024 UAS Projects

NICTA hereby informs all interested parties and stakeholders of the release of the Consultation Paper on the Proposed Universal Access Service (UAS) Projects for 2024.

NICTA is seeking comments and views of interested parties and members of the public on the UAS Projects for 2024. The consultation document is available on NICTA website (www.nicta.gov.pg). Hard copies of the Consultation Paper are also available from NICTA head office.

All written submissions and comments on the consultation document should be emailed to: consultation.submission@nicta.gov.pg and received by close of business Wednesday, 6 September 2023.

2025 UAS Projects

The National Information and Communications Technology Authority (NICTA) invites all interested stakeholders and members of the public to participate in the public consultation process for the Universal Access and Service (UAS) Projects for 2025.

NICTA has released a Consultation Paper outlining the proposed UAS Projects, and is seeking feedback, comments, and suggestions from interested parties. The Consultation Paper can be accessed online via NICTA’s official website at www.nicta.gov.pg. Hard copies are also available at NICTA’s Head Office in Hohola and at the UAS Office located on Level 3, Rangeview Plaza.

All written submissions and comments must be sent by email to: consultation.submission@nicta.gov.pg no later than close of business on Friday, 22nd November 2024.

Submissions will be made publicly available on NICTA’s Public Register in accordance with subsection 229(3) of the Act. If confidentiality is requested, respondents must adhere to the procedures outlined in NICTA’s guidelines on submitting comments to public consultations, available on the Public Register at www.nicta.gov.pg.

Request for Proposal – Universal Access and Service (UAS) Website Redesign and Redevelopment

NICTA is seeking proposals from qualified firms for the complete redesign and redevelopment of its Universal Access and Service (UAS) website located at
https://uas.nicta.gov.pg.

The project aims to achieve a modern, user-friendly, and responsive website that enhances user experience, navigation, and accessibility. The new website will
incorporate improved functionalities to better serve our target audience and will be built upon a user-friendly content management system (CMS).

Firms with a proven track record in website design and development are encouraged to submit proposals. The comprehensive RFP document outlining specific requirements, evaluation criteria, and submission instructions can be downloaded from the both the NICTA website and current UAS website.

Request for Proposal – Blackspot Projects

NICTA is seeking Proposals (RFPs) from qualified Mobile Network Operators (MNOs) to Identify and develop solutions to enhance 4G coverage in areas of poor to nil 4G signal quality (Blackspots).
MNOs with adequate resources, experience and track record in innovative network expansion solutions, providing high-quality and affordable 4G mobile services and managing mobile network infrastructure, particularly in challenging environments, are encouraged to submit their interests.
This is an opportunity to showcase the innovative leadership within the mobile network industry and to play a vital role in connecting underserved communities through expanding and improving overall 4G mobile network quality and accessibility for citizens throughout Papua New Guinea.

This initiative aims to enhance digital learning by providing reliable internet connectivity and sustainable energy solutions, along with desktop computers, to students and teachers in underserved schools across the country. The project recognizes the critical role of digital literacy and access to online educational resources in modern education.

Instructions to Bidders:

1. UAS24-RFP-CSPL2-DC-v1: Provision of Desktop Computers

Interested suppliers must demonstrate their capability and experience in supplying and delivering desktop computers for educational use. Proposals should  include a detailed specification of the computers, pricing, and delivery timelines.

2. UAS24-RFP-CSPL2-BCSP-v1: Provision of Broadband Connectivity and Solar Power Systems

Interested suppliers must demonstrate their capability and experience in delivering both broadband connectivity solutions and power systems to support digital learning in remote schools. Proposals must include a detailed design aligned with technical specifications for broadband connectivity and power, pricing, and delivery timelines.

NICTA’s New Branch Focuses on Bringing Connectivity to Underserved Areas

The National Information and Communication Technology Authority (NICTA) officially opened its new Universal Access Service (UAS) Branch at Range View Plaza on March 1, 2024. The ceremony was officiated by Minister for Information and Communication Technology, Hon Timothy Masiu.

The Universal Access Service Secretariate was established through the Department of ICT’s Universal Access Policy and marks a significant step in the government’s efforts to expand internet access across the country. Minister Masiu emphasized the distinction between NICTA’s regulatory role and the UAS’s operational focus.

“NICTA regulates the ICT industry through licensing and resource allocation,” Minister Masiu explained. “The UAS Secretariat, operating from this new location, will now intensify its efforts to identify unserved and underserved remote areas.”

The ICT Minister urged the UAS to collaborate with all ICT operators to ensure connectivity reaches all corners of Papua New Guinea.

He highlighted the importance of this initiative, stating, “Connecting rural areas with 4G internet coverage will allow people to engage in e-commerce, e-learning, and a range of other e-services.”

NICTA Chairman, Mr. Noel Mobiha, elaborated on the function of the new branch. “This facility is a platform for open communication with all telecommunication companies, our clients, and licensees,” he said. “We aim to work collectively to deliver services to unconnected areas.”

ICT Minister Hon Timothy Masiu commended the NICTA Board and staff for their hard work in establishing the independent UAS branch. “This separation of functions ensures the UAS can focus solely on delivering crucial connectivity services,” he concluded.

The Universal Access and Service (UAS) Strategic Plan 2023-2027 builds on the achievements of the 2018-2022 plan, which marked the first strategic framework for the UAS Fund in Papua New Guinea.
