The National Information and Communications Technology Authority (NICTA) invites Expressions of Interest (EoI) from eligible entities in Papua New Guinea to participate in the Broadband Connectivity, Broadcasting Services and Meaningful Connectivity Programs. These initiatives, under the Universal Access and Service (UAS) Strategic Plan 2023-2027, aim to bridge the digital divide by expanding advanced broadband and broadcasting services
in rural, remote, and underserved areas.
Intent of the Expression of Interest (EoI)
The primary purpose of this EoI is to identify potential project areas and uncover existing gaps in both the supply and demand sides of ICT services. It also aims to assess and engage with eligible entities and beneficiaries across Papua New Guinea who are best positioned to support the implementation of broadband and broadcasting initiatives under the Universal Access and Service (UAS) Strategic Plan 2023–2027.
Who Can Apply
Eligible entities include:
- Local Level Governments (LLGs), district administrations, and community organizations for broadband projects (Mobile Broadband 4G Greenfield, Mobile Broadband 2G to4G Upgrade, Blackspot, Fixed Broadband).
- Community cooperatives, MSMEs, and local network operators for Community Networks or MSME ICT Hubs.
- Radio and television operators expanding free-to-air services or transitioning to digital broadcasting.
- Public institutions (schools, health centres, agricultural institutions, local government offices) seeking broadband
Eligibility Criteria:
- For entities apart from public institutions expressing interest in fixed broadband services, registration with relevant authorities would be preferable.
- Operating in areas with limited or no 4G mobile broadband, fixed broadband, or broadcasting services.
- Demonstrated capacity to sustain and utilize ICT and broadcasting infrastructure for socioeconomic development
Priority Consideration
Priority will be given to:
- Proposals in unserved/underserved LLGs and districts.
- Proposals with ICT-ready infrastructure (e.g., reliable power supply, dedicated spaces).
- Proposals aligned with government priorities (e.g., Connect PNG Program, MTDP IV) or targeting key public institutions.
- Proposals forexpanding rural free-to-air radio/television or transitioning to digital.
How to Submit an EoI
The EoI submission is facilitated through the completion of forms provided by NICTA which provide for the provision of key information including the following:
- Entity profile (location, type, population served, or operational scope).
- Current ICT infrastructure, internet, or broadcasting status.
- Justification for inclusion, aligning with UAS objectives.
- Contact details for the point of contact.

Timelines
EoIs may be submitted year-round. The annual selection process begins in July, reviewing all submissions received by June 30, aligning with UAS Operational Plan development.
Selection Process
NICTA will evaluate EoIs based on UAS Strategic Plan 2023-2027 objectives, resources, and stakeholder input. Proposals that meet our selection requirements may be recommended for final inclusion in the list for consideration by the UAS Board. Due to funding and logistical constraints, not all applicants may be selected.
